The incumbent serves as a Realty Specialist providing expertise in real property acquisition, management, and disposal duties in support of the National Airspace System (NAS). The incumbent performs work assignments under the minimal direction of a manager.

Duties

The duties will include working independently on large work assignments that involve but not limited to responses to congressional inquiries, negotiations of lease and/or space agreements, negotiations of terms and conditions to include easements and agreements and understanding the major environmental issues.

The real property acquisition, management, and disposal duties in support of the National Airspace System (NAS) typically involve large dollar amounts, congressional interest, major environmental impact, and large numbers of displacements and relocations of individuals or businesses, or similar complicating factors. The incumbent applies experience and comprehensive knowledge applicable to realty to plan and conduct functional activities for projects/programs. Assignments frequently require vast knowledge and experience working across functional and/or organizational lines. They demonstrate both strategic and tactical thinking when communicating with
customer, stakeholders and management. The incumbent may serve as a warranted Real Estate Contracting Officer (RECO) with a specified dollar amount or an unlimited dollar delegated signature authority. The incumbent exercise signature authority for other actions, such as interdepartmental agreements with other U.S. government agencies or with state or local governments.

Typical assignments may include the following: Provides guidance to less-experienced professionals; Leads ad-hoc teams of customers and specialists; such as, budget or environmental specialists to prepare acquisition requests. Reviews real property acquisition requests to determine validity and adequacy, exploring options for lease or purchase, and otherwise correcting deficiencies in acquisition requests; Conducts market analyses, and appraisal reviews to determine fair market value of desired properties and; Coordinates and reviews title searches, researches environmental issues, and performs similar reviews to advise customers on concerns and alternatives.

Acquires real property involving high dollar amounts and/or other complexities: Prepares acquisition plan(s) to include determining acquisition strategy; Uses direct purchase, condemnation, like exchange, interdepartmental transfer, interdepartmental agreement, donation, and/or lease; Obtains and reviews appraisal for purchase by contracted appraiser; may exercises RECO warranted signature
authority to negotiate and award real property acquisition contracts, leases, and agreements on behalf of Federal Aviation Administration and the U.S. government.

Manages real property: Negotiates and awards utilities contracts for electricity, gas, water, and sewer service and resolves utility issues; Reviews real property inventory to identify excess property, alternative uses, required maintenance, and similar issues and may enter
information on real property inventory into Real Estate Management System (REMS); Exercises RECO warranted signature authority to
approve changes and modifications to lease or purchase contracts; May dispose of real property; Negotiates, prepares, and signs Out-Grants to lease or to give easements on U.S. government real property in exchange for revenue.

Prepares responses to the most complex oral and written inquiries including Congressional and Freedom of Information Act (FOIA) requests, protests, claims against the U.S. government, and similar inquiries. Resolves most problems and work issues without the assistance of a manager. Develops, recommends and works with AAQ management to implement approaches to address current and anticipated problems and issues. Works with management to solve problems with excellent critical thinking skills, which provide multiple options for management to consider.

Ideal candidate has experience in managing a wide range of large scale, and complex real estate transactions for commercial office space by researching, interpreting, and applying knowledge of real estate laws, regulations, and practices.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS- 12. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience includes: Experience involving acquiring, managing and disposing of real property for the U.S. government; preparing appraisals, researching real estate transactions to identify comparable properties and otherwise establishing property value; performing duties involving researching or applying environmental laws and regulations to land management, including real property acquisition, management and disposal; participation in real property acquisition and lease negotiations; participation in discussions of controversial issues in potential or actual adversarial situations; writing or preparing leases and agreements and dealing with issues such as fair market value, environmental impact and lease versus purchase justification.
