The incumbent will serve as an Information Technology Specialist within the Office of Accident Investigation and Prevention (AVP).
Duties
The Information Technology (IT) Program Manager provides leadership for short-term and long-term complex and challenging IT programs supporting the Office of Accident Investigation and Prevention (AVP) under minimal guidance of the manager. Serves as a senior technical expert and consultant to top agency management officials to providing guidance on integrating IT programs with other programs of equivalent scope and complexity. Identifies and resolves highly complex problems or issues which often cross organizational boundaries and impact on the accomplishment of Federal Aviation Administrations (FAA) strategic objectives.
Applies experience and expert knowledge of IT concepts, principles, methods, standards and practices to develop new theories, concepts, principles, standards, and methods to perform critical tasks requiring the development of new concepts, systems, or innovative approaches. Serves as a recognized expert on work groups established to develop agency wide IT policy initiatives and solutions to critical issues. Assists management in all aspects of safety data and information management, including the development of strategies and standards. Predicts potential issues and proposes solutions or preventive actions to ensure the continuous improvements to enhance safety protocols and practices.
Applies or adapts theories, concepts, principles, standards, methods, or practices, including those developed by management. Creates and manages databases to improve the efficiency and effectiveness of data provided. Uses qualitative and quantitative methods to analyze and evaluate programs and develops recommendations to improve programs and produce findings used to make inform decision about program effectiveness and areas of improvements. Identifies and analyzes trends and other relevant information, often operating under severe time constraints. Conducts studies of complex IT issues and unique problems, financial considerations, and compliance with new regulatory requirements.
Has a direct responsibility to manage large, complex projects/programs, and works with management to organize programs and activities in accordance with the mission and goals of the organization. Defines program controls to effectively manage the program. Identifies, defines, and organizes work for multiple work activities. Acquires and allocates resources to accomplish work activities within established schedules. Coordinates cross-project activities, and monitors projects and oversees project managers to ensure goals are met. Develops an evaluation method to assess program performance and identify areas for improvements. Identifies and mitigates program risks and develops risk mitigations plans. Implements and manages changes and interventions to ensure project goals are achieved.
Provides guidance and advice to other IT program managers, as well as projects managers on resolving complex situations and issues, and unique problems; and collaborates on developing budget and plans for the program.
Provides expert guidance and instruction both to FAA and external personnel to address diverse, highly complex issues impacting the safety of the transportation industry, including those impacting advanced analytics and risk-based decision-making. Prepares highly complex analytical reports used in forecasting trends, formulating overall policies, and advising policy makers and managers on the development of guidelines and standards. Works with management on establishing guidelines for implementing broad Government wide directives and aligns agency internal business practices with Government wide regulations and policies.
Broad policies and objectives provide general guidance for addressing issues but almost always require the development of new and innovative approaches. Develops internal policies, plans, and techniques to address current or anticipated problems and issues. Works with senior management to identify and jointly solve problems.
