Job Description:
As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the managers individual performance, and available funding.

Serves as the Operational Programs Group Manager within NASEO Directorate and reports to the Office of the Director, NASEO.

Duties

Manages a multi-functional organization that works on complex and challenging projects and programs that cross organizational lines/disciplines. Serves as the Director’s expert and confidential advisor providing consultation and recommendations to management throughout the Directorate.


Applies a thorough understanding of the principles of management and strategic planning, and the ability to integrate the work of multiple organizational units/projects/programs to accomplish mission objectives. Directs an administrative and technical diverse workforce in support of NAS operational support and governance. Manages resources and requirements for a virtual organization located throughout the Nation. Provides day-to-day direction over 2-4 subordinate managers, interfaces with management across multiple organizational units, and integrates projects/programs across multiple functions.


Oversees staffing, budget, and planning integration in support of efficient management and fiscally responsible business operations. Manages a multi-million dollar Directorate budget including formulation, execution, and validation. Implements financial and resource policy for the Directorate and in accordance with the Concept of Operations and agency policies. Oversees Directorate and ATO level support multi-million dollar contracts including engineering, telecommunications, system maintenance, and program services specialties.


Supports NAS operations through national level tactical and programmatic support. Oversees a team evaluating operational issues, such as aircraft accidents, runway incursions, equipment delays, service outages, etc., in order to provide analysis to enhance the 24/7 operations.


Leads, directs, and guides staff in decision making. Directs the work of subordinate employees in planning, communicating, and setting priorities. Assigns tasks and responsibilities; monitors and evaluates performance; develops training plans and new training initiatives; approves leave; and identifies and takes appropriate corrective or disciplinary action as required. Organizes work schedules based on the rate and volume of work; monitors tasks and projects to ensure deadlines are met or adjusted appropriately; reprioritizes and reassigns work as needed; and coaches and develops staff and organizational capabilities.


Supports and implements NASEO goals and mission objectives. Communicates the organization’s vision and objectives. Ensures subordinate organizational leadership is routinely briefed regarding the status of programs and projects and is made aware of potential and actual problems areas that may adversely affect progress.

Work is typically governed by established policies, procedures and mission objectives which leave considerable room for discretion. Individual and organizational performance is typically reviewed periodically through organizational performance measures to determine success in achieving planned results. Has broad discretion to ensure the alignment of all projects/programs with the tactical and strategic (short-term and long-term) objectives of the major subdivision and LOB/SO.

Creates and maintains a supportive work environment that promotes collaboration and open communication between employees and management. Inspires, coaches, and guides staff members in accomplishing desired goals within a complex and changing environment. Promotes, supports, and participates in the FAA EEO Program. EEO issues are identified, resolved, and coordinated with EEO official as required.

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J, FG/GS-14. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
