The FBO Manager is responsible for the overall management, safety, compliance, customer experience, and commercial performance of the Fixed-Base Operator. This role provides operational leadership and oversight of aircraft fueling operations, ground handling, fuel inventory, line service personnel, facilities, and customer service—ensuring all services are delivered safely, compliantly, and to the highest professional standards.

The FBO Manager does not routinely perform physical aircraft fueling; however, the role may be required to assist with fueling activities on an occasional and limited basis in support of operational needs, such as staffing shortages, abnormal operations, emergency situations, or service recovery, provided the individual is properly trained and authorized.

A. FBO Operations Management:

• Direct and oversee all day-to-day FBO operations, including ramp activities, terminal services, hangars, fueling operations, and line service staffing.
• Ensure all operations comply with company SOPs, airport rules, lease requirements, and applicable FAA, OSHA, and environmental regulations.
• Serve as the on-site operational authority, ensuring proper staffing levels, shift coverage, and task prioritization.
• Act as the primary liaison with customers, flight crews, airport management, vendors, and fuel suppliers.
• Maintain operational readiness for AOG, after-hours, and VIP operations.
• Promote a strong culture of safety, professionalism, and customer service across all FBO functions.

B. Fueling Operations Oversight (Primarily Non-Hands-On):

• Provide management oversight of all aircraft fueling and defueling activities performed by line service personnel.
• Ensure fueling staff are properly trained, qualified, and authorized.
• Verify compliance with company fueling procedures, aircraft requirements, and safety standards.
• Ensure proper grounding, bonding, spill prevention, and environmental controls are followed.
• Review fueling documentation for accuracy, completeness, and compliance.
• May perform physical fueling activities on an occasional and limited basis, when operationally necessary, provided all training, authorization, and safety requirements are met.
• Serve as the escalation point for fueling discrepancies, incidents, or customer concerns.

C. Fuel Truck, Equipment & Asset Oversight:

• Oversee daily inspection, readiness, and professional condition of aviation fuel trucks and fueling equipment.
• Ensure inspection, calibration, and maintenance records are kept current and audit-ready.
• Coordinate repairs, preventive maintenance, and vendor support as required.
• Ensure all fueling equipment meets safety, regulatory, and insurance requirements.

D. Fuel Inventory Monitoring & Ordering:

• Monitor on-hand fuel quantities and usage trends.
• Ensure uninterrupted fueling operations through proactive inventory management.
• Coordinate fuel orders with approved suppliers in accordance with company procedures.
• Verify fuel deliveries for accuracy, quality, and required documentation.
• Communicate inventory status, consumption trends, and forecasted needs to ownership or senior management.

E. Aircraft Towing & Ground Handling Oversight:

• Oversee aircraft towing and ground handling operations conducted by line service personnel.
• Ensure proper training, authorization, and adherence to approved towing procedures.
• Verify safe aircraft positioning in hangars, tie-downs, and ramp locations.
• Investigate and respond to towing incidents, damage risks, or procedural deviations.

F. Sales, Marketing & Pricing Visibility (Titan Fuel):

• Lead fuel sales initiatives and promote Titan Fuel to transient and based operators.
• Build relationships with pilots, flight departments, and operators to drive repeat and new business.
• Support fuel pricing strategies, loyalty programs, and promotional campaigns.
• Ensure fuel pricing is accurate and current across applicable aviation websites and platforms.
• Monitor online pricing visibility and address discrepancies promptly.

G. Safety, Compliance & Environmental Responsibility:

• Enforce strict adherence to ramp, fueling, and safety procedures.
• Ensure compliance with environmental regulations, spill prevention, and emergency response protocols.
• Lead or support incident investigations, corrective actions, and documentation.
• Maintain alignment with company SOPs, airport requirements, and regulatory standards.
• Ensure ongoing safety training and recurrent qualification of line service staff.

H. Staff Leadership & Development:

• Recruit, train, schedule, and supervise line service and customer service staff.
• Establish performance expectations and accountability standards.
• Conduct coaching, mentoring, and corrective action as required.
• Ensure professional appearance, conduct, and service culture across the FBO.
