Summary:

The Fuels Foreman must have intensive education, training, and experience in all aspects of fuel testing, stringent quality control and assurance procedures, expedient and cost-efficient fuel delivery methods, and extensive hands-on refueling proficiency. Have experience with refueling a variety of fixed wing and rotor aircraft. Have a comprehensive understanding of and administered applicable FAA, OSHA and military regulatory guidance in airfield operations safety and DOT fuel storage and distribution provisions.

Position Responsibilities:

• Manages Assigned FARP, Bulk & Retail operations.
• Coordinating with the ACO, COR, other Contractors, and vendors about scheduling, coordinating, and performing maintenance, provisioning supplies, cleaning, and all aspects of the fuel support facility in a manner that does not hinder the safe and constant flow of operations at any of the fuel support facilities.
• SOP Compliance: Ensure that all Government and US Army environmental regulations and SOPs are followed.
• Briefing incoming units on the SOP of FARP site.
• Development of Environmental and Safety SOP, Maintenance Plan, enforcement of safety at all times, compliance with USG standards.

Perform all other position related duties as assigned or requested.

Minimum Position Knowledge, Skills and Abilities Required:

• Bachelor’s Degree in a related field is required. Two (2) years’ experience in fuels management may be substituted for each of the four (4) years of college.
• Typically a minimum of five (5) years’ work history in fuels management, distribution, planning, forecasting, petroleum storage and distribution operations, Fuel Lab testing procedures ground fuel services, fuel systems maintenance for military aircraft, offloading fuel tanker trucks, fuel testing and maintenance/repair of fuel handling equipment and facilities in all areas of fuels management, with a demonstrated record of progressively greater scope of responsibilities, successful performance of personnel management, considerable expertise in employee relations, training, and development. That experience shall be documented supervisory experience and training in operations noted above with emphasis in Aircraft refueling operations, inspections, environmental compliance, inventory management and equipment inspections. Have last two (2) years of experience in the operation management evolution and particularly adept at project operations implementation and corresponding budget proposal development.

Physical and/or Other Requirements:

• Fuel Enterprise Server operational knowledge 
• In addition to Position summary field all below apply:
• Must possess excellent knowledge of Microsoft office programs.
• Must have several years of experience in operating bulk fuel terminals and personnel management.
• Must possess excellent knowledge of fuel sampling and test procedures to include level C, B1, B2.
• US Military fuel accountability procedures.
• Must possess operational knowledge of FM 10-67-1 and 2, MIL-STD 3004a at a minimum and all other applicable MIL manuals and standards.
• Must possess operational knowledge of government procurement system (FSS).
