Job Description:

Serves as an Engineering Technician within the FAA Logistics Center. Serves as an independent contributor, a contributing specialist on large work activities, or as a team leader for single or small work activities. May provide formal instruction to other technicians.

Duties

Performs highly specialized technical work associated with analyzing, designing, developing, installing, repairing, fabricating, maintaining, modifying, or evaluating the most complex systems for which the FAA is responsible. Applies broad experience and advanced technical knowledge performing troubleshooting, analysis, repair, and replacement of electronic or electromechanical equipment on surveillance and advisory systems. Electronic test equipment and knowledge of electronic theory is used in said activities.

Work is vital to the success of activities and projects that are critical to the safe and continual operation of the NAS, FAA aircraft, and/or FAA academic programs. Contacts are both internal and external. Is often considered a key technical point of contact for assigned systems, programs, and projects. Contacts are made to furnish technical guidance and advice, instruct other employees, share information, provide data, discuss the status of assignments, and coordinate the activities of contractors.

Receives general work assignments from a supervisor. Uses own judgment, experience, and knowledge to solve problems and complete assignments. Identifies resources needed to perform assignments. Plans and organizes work to accomplish organizational objectives. Allocates resources to accomplish limited work activities within established schedules. Technical manuals, manufacturers instructions, FAA policies and procedures, and other publications provide guidance for some assignments. In many cases, guidance is inadequate or incomplete, requiring the technician to develop solutions based on knowledge of the discipline and past experience. May develop guidelines for the use of other technicians. Independently performs assignments. Completed work is reviewed to the extent consistent with the complexity of the assignment.

Prepares sketches, drawings, specifications, technical reports, trip reports, and other pertinent written records related to their job tasking. These communications may be required to be presented in oral or written format.

Serves as the subject matter expert with regards to the assigned workload. Employee will also coordinate work-center workload, serve as quality control expert, monitor CSAs on assigned workload, and provide guidance to lower grade technicians.

Utilizes test equipment and software programs for use on complex computerized test equipment, which is used for subsystems testing, and malfunction isolation. Designs and builds test fixtures for use in testing and malfunction isolation on surveillance and advisory systems.

The employee will be the POC for training requirements related to their assigned tasks. Will develop training plans in order to determine qualifications relating to applicable proficiencies. Serves as the primary trainer and certifier for untrained members of the team. Employee will be cognizant of COTR and OSHA training requirements.

Tracks the efficiency of current procedures related to the tasks within his purview. Employee will offer solutions to improve efficiency through time saving measures, cost saving measures, and/or reallocation of resources. Uses trend analysis to identify problem areas related to the systems within his purview. Will work with outside agencies in order to address and offer solutions to these problems.

Qualifications

To qualify for this FV-H (FG/GS-12) position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G (FG/GS-10/11) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

SPECIALIZED EXPERIENCE includes: Experience operating test equipment, analyzing, designing, developing, installing, repairing, fabricating, maintaining, modifying, or evaluating the most complex systems; performing troubleshooting, analysis, repair, and replacement of electronic or electromechanical equipment on surveillance and advisory systems; prepares sketches, drawings, specifications, technical reports, trip reports, and other pertinent written records; experience improving efficiency through time saving measures, cost saving measures, and/or reallocation of resources.

AND

Quality Ranking Factor (QRF): Well qualified applicants will demonstrate experience operating test equipment to include network analyzers, power meters, digital/analog oscilloscopes, electronic counters and spectrum analyzers, as well as experience with repair of rotary joint(s) and/or radar antenna components found on NAS systems.

Physical Requirements: You must be able to perform efficiently the essential functions of the position without hazard to yourself or others. Selectee must pass a pre-employment physical prior to appointment.
