The position serves as an analyst on the Resource Management Staff, implementing administrative and overseas support activities for the Assistant Administrator of Policy, International Affairs, and Environment and for other FAA Organizations with operations in foreign areas.
Duties
Serves as a specialist performing multiple, varying, and complex assignments under the minimal direction of a manager, project/program manager, team leader or more experienced professional in the functions and processes of management. Typical assignments include: activities associated with program planning, and the analytical principles and techniques necessary for effective decision-making especially as these relate to the agencys international functions and programs.
Plans, coordinates, and performs a variety of studies which require the development and application of sound analytical techniques to solve complex systems and management problems. Develops and analyzes findings. Recommends solutions or alternative courses of action which involve optimal utilization of staff and material resources, and will provide APL management with the information and guidance necessary for sound, effective decisions concerning APL operations and management. Develops and presents to top level APL management, briefings concerning these studies, findings, and recommendations.
Develops and operates the management information systems required for effective decision making, and ensures the completeness, accuracy, validity, and timeliness of the information generated, and its responsiveness to the needs of the APL managers. Participates in the development and analysis of plans for application of management information systems and management programs within the APL organization. This includes the determination of the types of the data needed and the systems required to provide the data, the operation of the systems, analytical reports concerning the information and its impacts on APL operations, and recommendations on the utilization of such information.
Applies experience and comprehensive knowledge to provide all organizational elements within APL, management advice, counsel, and assistance concerning goals, objectives, and activities connected with APL operations, administrative functions, and program management. Performs continuous review and analysis of existing personnel programs, procedures, and practices to determine if new of revised policies or actions are necessary by changing domestic or international requirements. Takes or recommends appropriate actions.
Performs analysis of new or proposed regulations to determine impact on, and applicability to FAA employees serving at or returning from posts in foreign areas. Advises all agency elements regarding current allowances prescribed in foreign countries and international organizations. Coordinates and/or proposes to State Department changes, as required, based on date generated by experience with the FAA overseas problems. Communicates APL policy positions and/or determines the necessity for either internal or FAA-WIDE procedures, directives, and guidelines.
Contacts are internal and external. Maintains liaison with appropriate officials within and outside FAA to develop and promote understanding, acceptance, and approval of problems, policies and practices in support of the agencys international activities. Serve as agency representative to State Department, including American Embassies, Consulates, and Missions, pertaining to appropriate international actions.
Implements required safeguards, and practices for handling, processing, derivative classification and markings, storage, transmission and dissemination and destruction of classified national security information, classified national security systems and Communications security (COMSEC) equipment and material, as set forth in applicable law, Executive Orders, federal regulations, DOT and FAA security policies and guidance.
Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader or more experienced professional. Works with management to develop solutions to unique and complex management problems involving employment in foreign areas.
